The Levee Rehabilitation Eligibility Report
5,022 of 7,626 levee systems on the federal register are recorded as not enrolled in the USACE Rehabilitation and Inspection Program, which makes them ineligible for PL 84-99 repair assistance after a flood. This is all of them, in a spreadsheet, with the body responsible for each.
What is in it
4 files, 22 fields| File | Rows | Contents |
|---|---|---|
| not-enrolled-systems.csv | 5,022 | Every current system recorded as not enrolled in the USACE Rehabilitation and Inspection Program, ordered by recorded population. |
| all-current-systems.csv | 7,626 | Every current system on the register with the same 22 fields, so the not-enrolled cut can be checked against the whole. |
| sponsors.csv | 1,840 | Every named sponsor with what they are responsible for, how much of it sits outside the programme and how much is unrated. |
| by-state.csv | 47 | State summary of the not-enrolled population and property exposure. |
Fields per system: ID, name, location, states, counties, sponsor, programme status, FEMA accreditation, screening rating, inspection rating and date, population, structures, consequence estimate, levee and floodwall miles, leveed area, waterway, USACE district and division, FEMA region and congressional district. An absent value is left empty rather than filled with a zero.

Who buys it
Engineering and geotechnical firms
A system outside the programme with no published inspection rating is a scoping conversation. The file tells you which ones, where, and who to write to.
Grant and programme consultants
Enrolment work, System-Wide Improvement Frameworks and eligibility reviews all start from the same question this file answers.
Levee districts and municipalities
Your own systems are on the free pages. The file is worth buying when you need the comparison set: how neighbouring districts sit, and how your exposure ranks.
Researchers and press
The compilation is the work. Every figure traces back to a named system on the public register.
What this is not
It is not a condition assessment, a risk ranking or a prediction. It reports programme status exactly as the federal register records it, and programme status describes eligibility rather than the state of any embankment. Every source figure is public and free at its origin; what is sold here is the compilation and the sponsor roll-up.
